Really, if a fire broke out and the staff were overcome with smoke, then the visitors/patients left inside would perish. I find this hard to believe. Can you please provide me with the details of the facility that this occurred in and the name of the care provider. This needs to be reported as a matter of urgency.

You are going to find this is normal during non emergency situations and all the doors unlock in a emergency and stay closed but they are unlocked i asked the exact question's when i did my first day with the grounds manager who had to explain each system they are locked during normal operation due to the nature of the people in this section. I also know that my towns fire and rescure service arrive at the facility in under 5 minutes because of the location of the station and facility.
If you know the giant doors in a hospital that swing outwards thats all these are with a lock and white.
I was also trained in repsonse to any fire there and know that the fire system will be active and override every door lock while closing the fire door to the section that the fire is in.
They know what they are doing what they build these places because by law any fire door is unlocked by the fire detection system and there is also a block of steel and cement above the door to stop the fire spreading.

just checking the marine parks map on that area and it is a shock that this development even got of the ground as right out in front of the development sewage plant behind the mudflats is a green zone on map 17 on website .that mudflat is a landing and feeding site for 100s of terns that fly in from siberia or similar area each year .
